There isn't really any reason to put Birdo at the end of the character files, though, and they could've easily put her in slot 8 (especially since she's a character who isn't in Super, so she didn't have a character ID to begin with).I'm pretty sure they've planned to use Toad and Toadette as hosts from the beginning as a carryover from Super, so the slots would've been unoccupied anyways.
